Sir:-
The Chinese Minister spoke to me to-day with respect to a Chinese refugee who apparently is now at Hong Kong, and whom he desires that we should expel.
The man in question, Kang Yu Wei, was during the brief period in which the Emperor countenanced reforming measures, a favourite at the Palace, and enjoyed considerable influence in the conduct of affairs.
When the coup d'etat came, he fled, and had since been hanging about in various places where there was a Chinese population outside the Chinese Empire, and, according to His Excellency, had been collecting money and raising troops for the purpose of making war against the Empress of China.
